Moalboal to Oslob whale shark tour: seven combo days side by side

The whale sharks are at Oslob, not Moalboal, so every Moalboal to Oslob whale shark tour is a long road day. Here is how the combo listings differ in pickup towns, the stop in the middle, hours and starting price.

Why a whale shark day from Moalboal means crossing the island

Moalboal's peninsula points west from Cebu's south-western corner, toward the Tañon Strait and the hills of Negros beyond it.2 The whale shark encounters happen at Barangay Tan-awan in Oslob, on the opposite coast, where boats take swimmers out to the sharks.1 Nothing swims past Panagsama that could stand in for them, so any whale shark plan made from Moalboal starts with a drive over the mountains and down the eastern shore.

That is why the listings sold as combo days all look alike at first glance. They pair Oslob in the early morning with the reef off Moalboal later in the day, and add one stop in between: a waterfall, a monkey viewing point or lunch in Badian. The driving is the part people underestimate. The booked day alone lists two legs of 3 hours each, plus 1.5 hours between Tumalog Falls and Moalboal.

None of this makes the day a bad idea. It makes it a choice about where you sleep and how much time you want in the water. If you are staying in Moalboal, the right listing is one that can collect you there. If you are in Cebu City or on Mactan, almost every combo works, and the question becomes which stop in the middle appeals to you and how early you are willing to rise.

The booked day: Oslob, Tumalog Falls and a Moalboal snorkel

The listing this site books is sold by Mcrich Travel and is listed at 10 hours, with a live guide in English and Tagalog. Shared-tour guests are collected from the hotel lobby in the hour from 2:00 to 3:00 AM; the driver's details arrive by email the day before. The early hour has a reason the listing states itself: the whale shark swim at Oslob can involve a wait averaging 2 to 3 hours in peak season.

The route is fixed. After breakfast in Oslob comes 30 minutes of whale watching, then a 20-minute drive to Tumalog Falls for 30 minutes, then 1.5 hours across to Moalboal for lunch and 30 minutes of snorkeling with the turtles and the sardines. The return to the hotel is estimated at around 4:00 to 6:00 PM, depending on traffic.

What the price covers is unusually complete. The whale shark watching fee, the Tumalog Falls fee, the Moalboal entrance fee and all government fees are included, along with a mask and life jacket, and a Filipino breakfast and lunch. It starts from $108 and is rated 4.34 from 507 reviews, a solid score rather than a standout one. GoPro rental is sold as an add-on.

Pickup towns: the line that decides the listing

Read the pickup line before anything else. On the shared version of the booked day, hotel pickup and drop-off are only available in Cebu City, Mactan Island and Lapu-Lapu. The private option extends that to Moalboal, Badian and Oslob, and the provider itself advises booking private if you are a group of 4 or more. A couple staying at Panagsama therefore has to look at the private price or at a different listing.

Several rivals name Moalboal among their pickup points. The Inambakan Falls combo lists Minglanilla, Mandaue, Cebu City, Talisay, Badian, Lapu-Lapu, Moalboal and Oslob. The Kawasan Falls combo picks up at any hotel in Cebu City, Mactan, Lapu-Lapu, Moalboal, Badian and Oslob. The turtles combo with Japanese-speaking guides lists Moalboal among four options.

Some listings are firmly city-based. The small-group Tumalog combo collects in Mandaue City only, and the Monkey Sanctuary combo in Cebu City and on Mactan. They suit a traveler who spends one night in the city and moves to Moalboal afterwards. If you are already on the west coast, booking one of them means a long ride back to the city before the day even starts.

Checklist

Before you book the combo

01

Check on the listing

  • Does pickup include your hotel's town?
  • Are entrance and government fees included?
  • Is breakfast included or bought on the way?
  • How long at Moalboal, not just at Oslob
02

Pack the night before

  • Swimwear under your clothes, towel on top
  • A dry change for the drive home
  • Slippers or water shoes for stony beaches
  • Sunscreen and a hat for the boat and the van

The stop in the middle: falls, monkeys or a Badian lunch

Between the sharks and the sardines, each listing chooses one detour. The booked day and the small-group combo go to Tumalog Falls, a curtain of water close to the whale shark site, 20 minutes away by car on the booked itinerary. The Inambakan Falls combo spends 30 minutes at that waterfall after an hour's drive from Oslob. The Kawasan combo gives the most time to its falls, 2 hours, before a 20-minute hop to Moalboal.

The Monkey Sanctuary listing stops at a monkey watching point for 45 minutes and skips the waterfall altogether. The lowest-priced combo of the set takes a lunch break in Badian instead, 30 minutes, and keeps its Panagsama snorkel to 45 minutes. That listing also states that breakfast is not included and that the van stops beforehand so you can buy some.

Pick the detour by energy level rather than by photos. A waterfall stop means changing in and out of wet clothes once more, which delights some people and tires others after a 2:00 AM start. A lunch stop gives the stomach a break before snorkeling. If you plan a separate canyoneering day at Kawasan, choose a combo without Kawasan so you do not see the same pools twice.

Time in the water, hour by hour

Itineraries differ more in the water than in the van. The booked day gives 30 minutes with the whale sharks and 30 minutes of snorkeling at Moalboal. The Inambakan combo lists an hour at the whale shark area and 1.5 hours at Moalboal, while the Kawasan combo gives 30 minutes at Oslob and 2 hours at Moalboal. The small-group combo lists 45 minutes with the sharks and 1.5 hours at Panagsama Beach.

Those figures are what each seller writes, not a stopwatch. At Oslob, the province describes the swim as taking place during designated hours of the day.3 Several listings mention a first-come, first-served system, which is why they all leave in the dark. One rival states a wait of 30 minutes to 1 hour in a dedicated waiting area.

At Moalboal the clock matters less, because the shoal sits close to the beach. The municipality places the swirling sardines just off the Panagsama shoreline, with sea turtles often found around the same area.45 A combo that lingers longer there gives you time to warm up, swim out twice and look for turtles, rather than one rushed lap with the group.

What the sharks at Oslob are, and what they are not

Be clear about the encounter before you book it. A University of Hong Kong release on research with LAMAVE says the year-round presence of whale sharks at Tan-awan is maintained by the local tourism association feeding them up to 50 tons of shrimp a year.6 In plain words, the whale sharks you swim with at Oslob are hand-fed from small boats, and that feeding is what keeps them close to the shore.6

The sellers say as much in their own terms. One combo states that the interaction is operated and managed solely by the Oslob local government, feeding practices included, and that the tour company has no control over it. Another lists touching, feeding or chasing the sharks as strictly prohibited for guests. Whether that sits well with you is a personal call, and it is worth making before you set an alarm for 2:00 AM.

If the feeding puts you off, Moalboal itself still offers a full day of wildlife without any of it. The turtles and the sardine shoal off Panagsama are wild and free to come and go, and the municipality protects turtles by ordinance.7 You can also split the difference: one early Oslob morning on a combo, then several unhurried days in the water at Moalboal.

How to choose in five minutes

Start with your bed. In Moalboal, shortlist only the listings that pick up there: the Inambakan, Kawasan and turtles combos, or the booked day's private option. In Cebu City or on Mactan, every combo on this page except the small-group one, which collects in Mandaue City, can pick you up, so the middle stop and the price can decide.

Then decide how much you want in the water. If the sardines and turtles are your main reason to go, take a listing that gives Moalboal at least 1.5 hours. If Oslob is the goal and Moalboal is a bonus, the booked day's tight schedule and all-inclusive fees are hard to beat for planning. Group size matters too: the small-group combo is limited to 6 participants.

Finally, check the fine print on fees and meals. The booked day includes entrance fees, government fees, breakfast and lunch. On the lowest-priced combo, breakfast is bought on the way, and on its private car option guests pay entrance fees, boat rides, snorkeling fees and meals themselves. All seven listings in the table offer free cancellation up to 24 hours before.
