Quick answer
Moalboal lies 89 km from Cebu City, which the municipality says a public bus covers in about 3 hours.1 There is no train and no airport in between, so every option runs on the same road down the island's west coast: a public bus from the city, your own car or scooter, or a private van booked in advance.
Which to choose depends mostly on where you start and how much luggage you carry. From a hotel in Cebu City with a backpack, the bus is simple and frequent. Straight off a flight with suitcases, a private transfer takes the whole problem off your hands. With your own vehicle, you gain the freedom to stop on the way and to reach the beaches without a tricycle at the end.
Allow most of a morning or afternoon for the trip whichever way you go. The province itself gives 3 to 3.5 hours by car from Cebu City, while the municipality estimates 2.5 to 3 hours for a driver on the same road.67 City traffic at either end is what makes the difference, so the earlier you leave, the closer you get to the lower figure.

Buses for Moalboal leave from the Cebu South Bus Terminal, CSBT for short, on N. Bacalso Avenue near Elizabeth Mall in Cebu City.2 The municipality's advice on which bus to board is precise: look for Ceres Liner buses bound for Bato via Barili, not Bato via Oslob, which take the other coast.4
On the Cebu to Moalboal bus schedule, the municipality gives no fixed timetable, only a rhythm: buses leave roughly every 30 minutes from early morning until late evening.8 That makes it easy to travel without booking. Arrive at the terminal, find the right bay, and board the next bus marked for Bato via Barili.
Tell the conductor you are going to Moalboal, and get off at Moalboal Public Market if you are staying nearby.9 For Panagsama Beach, take a tricycle or habal-habal from the market, a ride the municipality puts at 10 to 15 minutes.910 Keep small bills ready for the fare and for snacks on the way.

The Cebu to Moalboal bus travel time is 2.5 to 3.5 hours in the municipality's guide, and about 3 hours on its main profile page.31 The spread is mostly traffic: getting out of Cebu City can take as long as a good stretch of open coast road, and a bus that leaves at rush hour feels it.
Add the time it takes to reach the terminal. From Mactan-Cebu International Airport, a taxi or Grab to the CSBT takes 30 to 60 minutes depending on traffic, the municipality says.2 Landing in the afternoon and taking the bus therefore puts you in Moalboal in the evening, with the last stretch to your resort by tricycle after dark.
The municipality's own advice for drivers applies to bus travelers too: leave early, around 5 to 6 AM, to avoid the city traffic.11 An early bus also gets you to the coast in time for an afternoon swim, and leaves room for a missed connection or a slow stretch without stress.

The municipality spells out the road: from Cebu City through Minglanilla, San Fernando, Carcar, Barili, Dumanjug and Alcantara to Moalboal, about 90 km, generally in good condition with coastal and mountain views.7 Its estimate for the drive is 2.5 to 3 hours.7
South of Carcar, make sure you stay on the west side of the island. The towns to look for on the signs are Barili, Dumanjug and Alcantara, the ones the municipality lists on its route; Oslob and Sibonga belong to the eastern road, the one the Oslob buses take.719 A navigation app set to Moalboal keeps you right.
Leave at first light if you can, around 5 to 6 AM as the municipality suggests, and you will be past the city before the traffic builds.11 Keep water and snacks in the car, and plan to arrive in daylight: the side lanes to the resorts on the peninsula can be dark and narrow at night.
The municipality's direct route from Mactan-Cebu International Airport is a private van or taxi, which takes 3 to 4 hours.5 Going via the bus terminal instead costs you the 30 to 60 minutes across the city plus the bus ride itself.23 After a long flight, the Cebu airport to Moalboal transfer is the option most worth paying for.
Booked transfers give you the certainty of a driver waiting. One airport transfer to Moalboal asks for your flight number at booking, says the driver monitors the flight and adjusts for delays, and waits in the arrival area with a name sign. It allows 1 standard suitcase and 1 carry-on bag per passenger, and child seats on request.
Its drop-off covers hotels, resorts, Airbnbs and private homes in the Moalboal area. It is rated 4.33 from 21 reviews and starts from $128. For a family with luggage, that is a simpler arrival than two taxis and a bus, especially if your flight lands in the evening.
The transfer this page books runs from the airport or a hotel to Moalboal in 4 hours, rated 4.71 from 21 reviews, from $130. Its vehicle depends on your group: a sedan for 1 to 2 passengers, an SUV for 3 to 4 and a van for 5 to 10. The price is for the private vehicle, so it gets cheaper per head the more of you share it.
The same seller lists the trip in reverse, from Moalboal to the airport or a hotel, also 4 hours and from $130. A Moalboal-based private car service lists 4 hours too and asks you to give the pickup point, time and drop-off location. All of these offer free cancellation up to 24 hours before.
Compare the listing's pickup area with your plans before you book. If you land late or have small children, the airport transfer with flight monitoring removes the most risk. If you start from a city hotel after a night in Cebu, any of the hotel-pickup transfers works, and an early departure gives you the afternoon on the beach.
Moalboal town and its beaches are not the same stop. The bus leaves you at the public market in the town center; Panagsama Beach and White Beach are a tricycle or habal-habal ride further on.9 A private transfer drives you to the door, which is its quiet advantage after a long day.
If you are heading on to the whale sharks at Oslob, plan the order of your trip with the road in mind. Oslob lies about 116 km south of Cebu City on the eastern coast, and its buses leave the same terminal bound for Oslob or Santander via Sibonga.2019 Some whale shark combos pick up in Moalboal itself, which saves you the return to the city.
Leaving Moalboal works the same way in reverse. The bus back to the city runs on the same west coast road, and the private transfer from Moalboal to the airport is listed at 4 hours. Leave a generous margin before an evening flight, because the city end of the journey is the slow part.
